Legality Of Shipping A Computer w/ Win XP OEM in 2015

Hi,

I’ve a question regarding the legality of shipping a computer with Windows XP OEM.

In the mysterious domain of industrial IT, we have to renew one of our old computer which is connected to a machine in the sole goal to display data coming from it via a custom made software.

The supplier said that the OS on this new computer was Windows XP.I'm a bit surprised that a computer purchased in 2015 is shipped with a Windows XP OEM license because Microsoft officially stopped the support of this OS on April 8, 2014, and it's MS' recommendations to not use it anymore for security reasons. I'd think that MS wouldn't sell Win XP licenses anymore and to my knowledge, only Windows 7 and Windows 8/8.1 are now available.

I can only think about these reasons to provide Windows XP:

  • it's an old stock of computers

  • the version of the software is only compatible with Win XP

Does MS still sell Windows XP OEM license to some manufacturer? Is it still legal, for a supplier, to provide licenses of an unsupported OS?

PS: since the computer is not supposed to be connected to Internet or to the LAN, I believe the security issues of Windows XP shouldn't be much of a concern. But I'm still surprised about this choice of Windows version.
